Look at the wires

Kestrels hunt from perches — wires, fences, signposts. Scan them as you drive, and you'll start seeing the small falcons sitting still, waiting.

Watch for the hover

A kestrel can hover in place, wings a blur, facing into the wind. No other small bird does that. It's the single best tell.
